Sources say VictoryLand owner Milton McGregor and state Sen. Harri Anne Smith of Slocomb were picked up Monday morning. The charges were not immediately available.

If they don't actually have a document or tape of "I'll do this if you contribute . . .", it's lobbying.

I expect that for all but the most retarded, it's obvious that it's 99.9% bribery, but it's difficult to prove that "wink, wink" while talking around the quid pro quo is a criminal act.
