Only indirectly touched by other planks. A first draft:

No one has the right to impose any burden of debt on they yet unborn grandchildren or be forced to repay a loan fraudently taken out in their name. As every "trust fund" and line of credit at the treasury amounts to the equivalent of a liar-loan, we consider such promises and debts null and void. While realizing we must prevent the chaos and mayhem from a sudden default, the only effort will be to unwind, cancel, repudiate, or default on whatever false promises have been made as is prudent at the time until the government can pay all its current and future obligations out of current revenues. Care will be taken to aid those most hurt by the empty promises, but removing any pretense that such aid is anything but welfare.

Yes, social security (including disability and medicare), but also the FDIC, Pension Guaranty benefits corp, Freddie and Fannie, and anything else. I would include interest on the national debt. What happened with TARP and forward is no different than Ireland - throwing the bums out only to get a different set of bums doing the same thing.
