Don't we already have all the elements in place to actually institute capital controls in the US whenever the gov't so desires?

Currently, they restrict the amount (over 10k, I believe) we can take out of the country without reporting, IRS requires us to disclose any foreign financial accounts we may have, they've got all sorts of agreements for other countries to disclose Americans' accounts to the IRS, they've made it prohibitively expensive to expatriate with our assets intact, probably lots of other stuff for individuals and businesses as well that I'm not aware of.
