Probably because there is ANOTHER similar case in Baltimore County involving police beating a man to death in 2007 that was had a wrongful death court judgement applied for 3.2 Million dollars.

Seems to be the avenue of successful prosecution based on precedent in that jurisdiction.

There's that.

At least the damage they are able to inflict is limited somewhat because they have access to all the resources the government is able to tax instead of being constrained by the need to obtain funds via individual shakedowns.

You've got entirely enough sheeple who automatically genuflect to da police, automatically endorsing whatever they do on the assumption that the 'thin blue line' is all that stands between them and utter chaos and crime.

As such, this will not change. The programming of the sheeple is strong and ongoing. I'll bet most people getting framed or suffering a beat down from the police have a real crises trying to mentally reconcile the baton breaking their orbital bones with those 5th grade presentations by "Office Friendly."
