Finland and Netherlands will block ESM from buying bonds on the secondary market, a Finnish government source has told Reuters.

Further info:
- Netherlands are against ESM bond-buying in general, but will decide from case to case.
- Finnish government text says that few details on exactly how ESM and EFSF would be used came out of meeting.

So, in other words, the entire meeting was another giant scam, nothing was decided, taxpayer money wasted, as usual.

But you have to translate it. Newsagency is Swedish Nyhetsbyrån Direkt, quoting Thomson Reuters.

I can't find anything on Reuters either.

RANsquawk did report it at 5:29 Eastern from Newswire sources however.

Looks like it's what got the current reaction going.

BERLIN (MNI) - The German government plans to tie fiscal aid for banks from Europe's future permanent bailout fund ESM to the introduction of a financial transactions tax in the concerned countries, the German weekly Focus reported Monday, without citing sources.

According to the magazine, only banks in Eurozone member states that apply a financial transactions tax and transfer its receipts to the ESM would be eligible for direct aid to their banks.

Thereby, Berlin hopes to minimize risks for German taxpayers, Focus wrote.

Transaction tax will drive everything off the books. Look how that worked out for Argentina.
