Tuesday, July 17

DUBAI, United Arab Emirates — A U.S. Consulate official in Dubai says an American vessel has fired on a boat off the coast of the United Arab Emirates, killing one person and injuring three.

The official gave no further details, but it appears the boat could have been mistaken as a threat in Gulf waters not far from Iran’s maritime boundaries.

An Emirati rescue official confirmed the casualty toll. The officials spoke on condition of anonymity because of the sensitivity of the incident between the two allies.

The U.S. Navy’s 5th Fleet, which is based in Bahrain, said it was investigating the Monday shooting.

The U.S. Embassy in Abu Dhabi had no immediate comment.

The U.S. ship verbally warned the smaller boat when it was 1,200 yards (1,100 meters) away and fired at least one warning shot before the decision was made to fire shots to disable the boat, the officials said.

"In accordance with Navy force protection procedures, the sailors on the USNS Rappahannock ... used a series of non-lethal, preplanned responses to warn the vessel before resorting to lethal force," the Navy said in a statement.

"The U.S. crew repeatedly attempted to warn the vessel's operators to turn away from their deliberate approach. When those efforts failed to deter the approaching vessel, the security team on the Rappahannock fired rounds from a .50-caliber machine gun."

So it turns out that it was an Indian fishing boat.

The US Navy’s claims – that the incident happened nearly 50 km off Dubai and that its sailors opened fire only as a last resort after attempts to warn the fishing vessel – are already being challenged by, among others, Dubai’s police chief, Lt Gen Dahi Khalfan Tamim. The National newspaper quoted Tamim as saying (here) that the captain of the fishing vessel did not receive any warning, and that a preliminary investigation had established that “the boat was in its right course and did not pose any danger. The shooting was clearly a mistake.”

This won't help to keep down the "cowboys shooting from the hip" stereotype.

Can you imagine the ****storm if the Indian navy had shot down an American fishing boat in the Atlantic?
