So, is there any reason that the students can't buy their own catastrophic policy, or are they required to purchase insurance through their colleges? Are they a captive market?

Can't speak for US colleges, but they introduced this crap when I was in my 3rd year at a major Canadian university. Canada already has universal healthcare, but the university's administrators got the idea that the students 'needed' a drug plan/dental plan, and proceeded to tack it on as an extra $350/year fee. We could only exempt ourselves from it if we could prove we already had insurance. They put it to a vote of the students, and, just like Obama's doing right now, the big wedge issue was that "birth control" (meaning oral contraception for females) would be covered under such a plan. Otherwise, it was a horrific plan where claiming >$350 would have been impossible due to coverage limits.

So basically some jackbooted university administrators imposed a requirement that the students buy a horrible health insurance plan from a private company. No respect of individual freedoms of choice. No respect of the fact that many students are serious about their studies and simply choose not to engage in sexual activities that may require birth ontrol. Pure thuggery at its best.
