It's a function of being able to keep the core controlled during an event. The reactors in this case lost their onsite power backup systems. That's not supposed to happen, but it did. I suppose you can look at this and say they should have expected 10m tsunamis, but apparently that was not expected and their backup power systems were not engineered to withstand it. 2011-03-12 14:24:36
