To restate, we want a friendly government installed that will develop and sell it to us. Mexico is running out of oil but they sell what they have and repress their own people and thus internal demand so we're OK with them. Venezuela is next though if they continue. Count on it. We let Pakistan and India have nukes for God's sake. We've proven time and time again we don't give 2 ****s about dictators or even genocide unless you have oil.
