They only want to give away as much inventory to cover what they THINK they won't sell. That's a moving target right now. IF they COULD sell it for a small discount or full price, they will...but with time running out, they are going to give it away....quietly....and only in increments as they see they need to.

If they advertised a sale, they'd be giving away the whole store to everyone. When a sale is advertised it is to EVERYONE - they can't discriminate. If they DON'T advertise, they can pick say, 20 people to give purses away to based on inventory numbers. Then they can stop for the day. The next day, they give away, say 20 toasters, to satisfy that inventory requirement.

It is selective, urgent, inventory reduction.
