You go through a normal FBI background check to get an 03 C&R FFL. You also must submit to an inspection of your collection by the ATF when they request, but it can be done at a place of your choosing. You have to fill out paperwork but it's not that hard. If you can pass a NICS background check at an 01 FFL, you can get an 03 FFL. It takes months though for the slugs to process it. You can't get an 01 FFL unless you open a store front. 2011-07-30 23:02:42
