It's possible, but frankly I don't see any evidence of theft.

Clearly the auditors needs to jump on this. Obviously these Miami Gov clowns are idiots or criminals an there's no excuse for this kind of waste, but I still don't understand why warehousing a valuable depreciating procurement would be the scam

What I'm saying is that such egregious choices like throwing away $7 million in inventory isn't really how people try to get away with maybe a half mil in unwarranted scam

Actually, that's exactly what is done in a kickback scheme. I saw it done at a manufacturing company that I was Internal Auditor for back in the late nineties. The buyer was getting kickbacks from vendors for buying inventory that he would receive physically and dispose of in the trash so it never made it into the consumable inventory system. Got caught only because one of the vendors got sick of it and called the VP of purchasing and squealed about it.

That the cars exist to be found is why I don't think it's that scam.

I hate fraud, corruption and waste. I work in a very tightly controlled environment with procurement under very trying conditions and knowing how hard ppl work to run a tight ship I'm furious seeing crap like this.

Curiouser and curiouser. The fact that they bought them at less than "normal" sales prices seems to indicate that the kickback scenario is not correct.

IMO, that leaves regular gov't profligacy coupled with sheer bureaucratic incompetence as the next most likely explanation.
