(Reuters) - European Union governments agreed on Tuesday to start membership negotiations with Montenegro, but told the former Yugoslav state to step up its fight against corruption and organized crime.

It will take years of talks before the tiny mountainous state of 680,000 people can become an EU member, in a process that aims to strengthen democratic institutions and align a candidate's laws with European standards....

LOL Montenegro is the definition of a criminal state. its up there with Albania and Kosovo in terms of organised crime.

On second thought it will fit right into the EU then. And the Germans can just wander down and take back all those stolen Mercs that end up in there...

A tighter integration between the Mafia and EU is exactly what they're shooting for. Corner the black market and the rest will take care of itself.

I'm in Montenegro. Poid, it's not not nearly as bad as your comparisons, though by any standard they need a lot of improvement.

LK they have a shiny veneer over the top of it all; looks pretty normal on the face of it (ie street crime wont appear any different to anywhere else) until you understand what the underlying culture and activity is.

Esp if you are in one of the tourist areas.

Its a conduit for people smuggling, drugs and prostitution rings from the East to West, and for stolen goods, vehicles etc from West to East.

The difference between it and Kosovo/Albania is that the natives are more civilised to begin with.

Yeah I know. I've even worked on an anti-human trafficking project in Albania.
I still stand by what i said the first time: it's bad, until one compares it to Albania and Kosovo.

Is Kosovo worse than Albania?

The Balkans are full of clannish families with blood feuds going back generations. They would slit each others throats if they could.
